AN ACT TO AMEND § 58119 (G) TITLE 12 GUAM CODE ANNOTATED, CHAPTER 58, RELATIVE TO REQUIRING LOCALLY-BASED, LOCALLY-OWNED BUSINESSES AND SERVICES FOR QUALIFYING CERTIFICATES.






Sam introduced Bill 402-an Act that amends Section 58110, Title 12, Chapter 58, relative to requiring locally-based, locally funded businesses and services to receive qualifying certificates.

Sam strongly believes that there needs to be more support for locally-based, locally-owned businesses and services to be requirements for Guam Economic Development Agency Qualifying Certificates.

Services such as Training were examined. The new law requires a Q.C. beneficiary to utilize locally-based and locally-owned training services as needed or if establishing in-house training programs to consult with locally-based experts to ensure compliance to pertinent local rules and regulations as needed, and to make contributions to an independent training or scholarship fund.

The law states that initial consideration for locally-owned, locally-based businesses or services will be granted before considering and soliciting businesses or services outside the Territory of Guam.
