AN ACT TO AMEND §34106, 10 GUAM CODE ANNOTATED, CHAPTER 34 RELATIVE TO PET LICENSE ISSUANCE.






Sam introduced Bill 396-an Act that amends existing pet license issuance.

The bill came about in Sam’s attempt to protect the health and well-being of Guam residents and pets. Sam discovered that the public interest would best be served by allowing the Department of Agriculture to enter into a private-public partnership in which a private non-profit organization could assume the issuance of pet licenses. She further found that the existing partnership with a non-profit which is already contracted to operate the government of Guam impound facility would promote compliance with the law, facilitate the return of lost pets, and assist in raising funds to operate the animal shelter.

The law also deals with information requirements for issuance of pet licenses. Upon payment of a fee, the license application shall include: the name and address of pet owner; the expiration date of the license; the date of payment; the breed, age, sex, sterilization status and color of the pet; the serial number of the tag issued for the pet; and the date of rabies vaccination, vaccine expiration date, the type, manufacturer’s name and serial number of the vaccine lot used.

Every pet license tag must display a serial number and the license year. Also, any rabies tag issued by a veterinarian at the time the pet is vaccinated against rabies can serve as the pet license tag, as long as the rabies tag displays a serial number and license year. The tag must be attached to a collar around the neck of or to a harness worn by the pet. The license is not transferable and so it is unlawful for any person to attach a license tag to the collar or harness of any pet except the pet described in the application for such license.

The contract issued to the private non-profit organization shall provide that the organization retain all the monies collected from the issuance of pet licenses and that all such monies be applied first to the operation of the pet licensing program and second to the operation of the pet impound facility.
