AN ACT AMENDING TITLE 5 GUAM CODE ANNOTATED, CHAPTER 60, §60113 ITEM “A,” AND THE ADDITION OF A NEW §60113 ITEM “B”, RELATIVE TO AMENDING THE AUTHORIZATION OF THE DEPARTMENT OF AGRICULTURE TO ADMINISTER AND COLLECT FEES.
Sam introduced Bill 300-an Act related to amending the authorization of the Department of Agriculture to administer and collect fees. This bill complements Bill 234-31.
Sam believes that the Department of Agriculture needs to be empowered to administer and collect fees, fines and penalties related to their duties and enforcement roles.
This Bill would authorize the Department to receive monies derived from all fees provided under this Division. This would include monies from the sale and rental of equipment, the sale of; livestock, produce fertilizers, plants, seeds and pesticides. It would include collection of fines, penalties and fees associated through the approval of the Department of Agriculture for the clearing, grading and construction permits by the Building and Permits Division of the Department of Public Works.
