AN ACT TO AMEND AND ADD §80128, TITLE 5 GUAM CODE ANNOTATED, CHAPTER 80, RELATIVE TO AUTHORIZING TO THE GUAM PUBLIC LIBRARY SYSTEM TO CONTRACT FOR LEASE OF A PORTION OF FRONTAGE PROPERTY AT THE NIEVES M. FLORES PUBLIC LIBRARY IN HAGATNA TO OPERATE A SMALL MOBILE FOOD ESTABLISHMENT.






Sam introduced Bill 182 – An act relative to authorizing the Guam Public Library system to contract for lease, a portion of frontage property at the Nieves M. Flores Public Library in Hagatna for the purposes of operating a small mobile food establishment.

Sam’s research led to the offering of this Bill. She discovered that there was interest in having a small mobile food establishment to serve library patrons and the general public at the central library.

She found that many public libraries throughout the nation partner with “café” business establishments to improve services for library patrons. The establishment of an outside “café” style experience may also attract and increase more patronage and visitations to the library. To better serve local library patrons, the Guam Public Library System seeks to contract with a “café” mobile food services business to set-up at the outside premises of the Nieves M. Flores Public Library.

Sam also has pointed out that agencies should take advantage of practical enterprising opportunities that can fund operational needs. Allowing the Guam Public Library System to lease a portion of frontage property at Nieves M. Flores Public Library to a business establishment will provide a new revenue generating source to support library infrastructure.
