AN ACT TO AMEND TITLE 16 GUAM CODE ANNOTATED, CHAPTER 5 RELATIVE TO THE CREATION OF TRUCK WEIGH STATIONS ON GUAM
Sam introduced Bill 181 – an Act relative to the creation of truck weigh stations on Guam.
Sam’s concern regarding the effects of any military buildup and the subsequent influx of personnel, people, workers and equipment, is that it will add to the amount of stress on Guam’s already overburdened infrastructure. As a result, she is troubled that the infrastructure, more specifically the public roadways, are and will be in need of constant repair and improvement.
Given the current financial state of the Government of Guam, there will be a limited degree of roadway improvements, including those needed in the villages. She feels that there needs to be a mechanism to ensure funding for future roadway improvements and effective and efficient regulation of heavy and overweight equipment.
Sam further believes that Guam needs to protect the physical and environmental integrity of the island’s roadway infrastructure. This would include effective and efficient regulations, enforcement of stiffer fines for heavy equipment, aggregate, cargo, freight, heavy materials and other equipment that may pose a potential threat to public and private road infrastructures.
She believes that fines collected from citations of overweight, over-wide, over-length and unsafe heavy equipment and/or materials should be used to offset the cost of repair, maintenance and calibration of equipment used to determine weight limitations and infractions. The funds collected could also be used to make improvements to Guam’s roadway infrastructure.
Finally, Sam feels that with a dedicated fund for the improvement of public roadways and an effective and efficient system to regulate and fine over-weight, over-length, over-wide equipment that there will be readily available funds to make improvements and also a system to make Guam’s roads safer.
